In the context of upgraded consumer demands in the new era, the deep integration of cultural and tourism industries, along with the innovation and measurement of integration effects, has emerged as a focal point of interest in both academic and industrial circles. Amidst the high-quality development phase, new development concepts, and new development patterns, exploring model, format, and product innovations based on the profound integration of cultural and tourism industries has become a significant new topic. The new cultural and tourism industry, tasked with enhancing integration quality and expanding the high-end value chain, is characterized by new technologies, new demands, and new trends. Characteristic towns within metropolitan areas serve as exemplary platforms and carriers for the high-quality development of this new industry. This article, grounded in a scientific interpretation of the connotations and characteristics of the new cultural and tourism concept, examines the mutual feedback mechanism between the new cultural and tourism industry and characteristic towns. Adopting an archaeological perspective, it takes the cultural and tourism characteristic town in the Xi'an metropolitan area as a case study, analyzing its current development status, characteristics, and existing challenges. Consequently, the article proposes targeted strategies for high-quality development, emphasizing regional brand building, identifying town-specific features, constructing industrial chains, and deepening innovation drivers.
