Cultural Tourism and Heritage Conservation: A Policy-Based Approach to Sustainable Site Management
Abstract
With the advancement of globalization, cultural tourism has become an important part of economic development and social exchange. However, the rapid development of cultural tourism poses a serious challenge to the sustainability of heritage sites. As an important carrier of cultural heritage, the protection and management of heritage sites become particularly complicated in the context of cultural tourism. The purpose of this paper is to explore the interaction between cultural tourism and heritage conservation, with a focus on how to promote a sustainable approach to site management through policy development and implementation. First of all, this paper reviews the main theoretical and practical issues in current cultural tourism and heritage conservation, especially the direct and indirect impacts of tourism on sites. Secondly, through case analysis, it reveals the policy differences and implementation effects of different regions and countries in site management. By comparing international experience, this paper summarizes a series of effective policy frameworks for site conservation, emphasizing the importance of multi-layered, cross-sectoral coordination of policies and multi-stakeholder involvement of governments, tourism and local communities. Finally, this paper proposes a policy-based strategy for sustainable site management, and suggests strengthening regulations, promoting innovative tourism models, and strengthening public participation and education to achieve a win-win situation between cultural tourism and heritage protection. Studies have shown that policy-driven site management can not only contribute to the preservation of cultural heritage, but also promote sustainable local economic and social development. Therefore, how to find a balance between tourism development and site protection will be an important topic of cultural heritage management in the future.
